Watch for trade route quests from city states. Markets are not fantastic, but eventually you will want them, so I feel it's worth building them. There are some negatives to this but it's usually worth it: the city states cancel their quests, you lose 15 influence, and AI that pledged to protect them won't like it. In case you have a high army score in the demographics, you can get some melee units to city states and try to get tribute off them. Try to get Machu Pichu to get even more money out of your city connections. This also means that if your cities are closer together, your early net income from city connections will be better. I don't know the exact formula, but city size matters a lot, so early game you have to weigh the cost of the road with the size of the city you want to connect. I believe the main source of income is formed by city connections.
For me, money is typically short between medieval and late renaissance, when you start to acquire a fair bit of units and buildings, but gold income is still low.
